(35)\n26-0306\nBUDGET AND FINANCE COMMITTEE REPORT relative to a grant\naward for the Counter-Unmanned Aircraft Systems (C-UAS) Grant\nProgram from the Federal Emergency Management Agency (FEMA),\nUnited States Department of Homeland Security (DHS), through the\nCalifornia Governor’s Office of Emergency Services (Cal-OES).\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the Chief of Police, Los Angeles Police\nDepartment (LAPD), or designee, to:\na. Retroactively apply for and accept the grant award from\nthe FEMA, DHS, sub-awarded through the Cal-OES, for\nthe C-UAS Grant Program in the amount of $9,770,209 for\nthe period of July 4, 2025 through September 30, 2028,\nsubject to the review and approval of the City Attorney as\nto form.\nb. Negotiate and execute the grant award agreement,\nsubject to review and approval of the City Attorney as to\nform.\n2. AUTHORIZE the LAPD to:\na. Expend up to $9,770,209 in accordance with the grant\naward agreement.\nb. Issue a check to the Cal-OES, in the amount up to\n$9,770,209, for the purpose of purchasing grant\nreimbursable equipment and services from the Defense\nLogistics Agency of the United States Department of\nDefense, upon execution of the grant award agreement.\nc. Submit grant reimbursement requests to the Cal-\nOES, deposit grant receipts in the LAPD Grant Fund No.\n339/70, and repay the loan to the Disaster Assistance\nTrust Fund No. 872 immediately upon reimbursement of\ngrant expenditures.\nd. Prepare Controller instructions for any technical\nadjustments as necessary to implement Mayor and\nCouncil intentions, subject to the approval of the City\nAdministrative Officer (CAO); and, AUTHORIZE the\nController to implement the instructions.\n3. AUTHORIZE the Controller to:\na. Authorize a loan of up to $9,770,209 from the Disaster\nAssistance Trust Fund No. 872 and transfer to the LAPD\nGrant Fund No. 339 to front-fund equipment purchases to\nbe reimbursed by the C-UAS grant.\nb. Establish a grant receivable and appropriate $9,770,209\nto appropriation account, account number to be\ndetermined, within Fund No. 339/70, for the receipt and\ndisbursement of the C-UAS Grant Program award.\nFiscal Impact Statement: The CAO reports that approval of the\nrecommendations within the report will have no additional impact to\nthe General Fund. Furthermore, to avoid a Reserve Fund impact, the\nLAPD will front-fund grant expenditures of up to $9,770,209 with a\nloan from the Disaster Assistance Trust Fund. All front-funded\namounts are expected to be fully reimbursed by Cal-OES upon\nsubmission of eligible expenditure documentation, pending restoration\nof FEMA reimbursement operations. No matching funds or cost share\nare required for this grant.\nFinancial Policies Statement: The CAO reports that the\nrecommendations provided in the report are in compliance with the\nCity's Financial Policies in that one-time grant funding will be utilized\nfor one-time program expenditures.
