(34)\n26-0464\nBUDGET AND FINANCE COMMITTEE REPORT and RESOLUTION\nrelative to the acceptance of Fiscal Year (FY) 2025-26 State Specified\nEarmark Grants, and FY 2026 Federal Community Project Funding\n(CPF) and Congressionally Directed Spending (CDS) Earmark Grants.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the General Manager, Department of Recreation\nand Parks (RAP), and Fire Chief, Los Angeles Fire Department\n(LAFD), or designees, and the Office of the City Administrative\nOfficer (CAO) to accept the FY 2025-26 State Earmark Grants;\nand, if required, submit the accompanying Governing Body\nRESOLUTION to the grantor, included as Attachment 1 of the\nCAO report dated March 26, 2026, attached to the Council file.\n2. AUTHORIZE the General Manager, RAP, and Fire Chief, LAFD,\nor designees, to negotiate, execute, and submit all associated\ngrant documentation, including but not limited to grant\napplications and/or project information packages (PIP),\nagreements, amendments, and payments requests, necessary\nfor the acceptance and use of FY 2025-26 State Specified\nEarmark Grants, as detailed in Attachment 2 of said CAO\nreport.\n3. AUTHORIZE the General Manager, RAP, and Fire Chief, LAFD,\nor designees, to establish a separate interest-bearing fund or\naccount for each project, and accept and disburse the grant\nfunds in accordance with the amounts specified in Attachment 2\nof said CAO report.\n4. AUTHORIZE the General Manager, RAP, or designee, upon\nreceipt of funds in the amount of $2 million designated in the\n2025 State Budget Act, to rebuild and rehabilitate recreation\nfacilities affected by the Palisades Fire, deposit said funds into\nthe RAP Fund No. 205/89, and appropriate the funds into a new\nappropriation account named Pacific Palisades Recreation\nFacilities Reconstruction Project.\n5. AUTHORIZE the Fire Chief, LAFD, or designee, to:\na. Upon receipt of funds in the amount of $500,000\ndesignated in the California Budget Act of 2025 for\nfirefighting resources, deposit said funds into the LAFD\nGrant Fund No. 335/38, and establish and appropriate the\nfunds into a new appropriation account named Firefighting\nResources.\nb. Submit to the CAO a list of firefighting resources by\ndescription, number of units, and amount per unit, and\ntotal cost.\n6. AUTHORIZE the CAO, or designee, to:\na. Upon receipt of funds in the amount of $8,000,000\ndesignated in the California Budget Act of 2025 for fire\nengine purchases, deposit said funds into the Grants and\nAwards Fund No. 65W/10, and establish and appropriate\nthe funds into a new appropriation account named Fire\nEngine Purchase.\nb. Upon presentation of documentation or proper demand,\ntransfer the funds to the LAFD to implement the project\nactivities and expend the funds in accordance with the\npurpose identified in the project description.\n7. AUTHORIZE the General Managers, or designees, of\ndepartments that have been awarded FY 2026 Federal CPF or\nCDS, collectively known as Earmark grants, as detailed in\nAttachment 3 of said CAO report, to accept the award and:\na. Negotiate, execute, and submit all necessary grant\ndocumentation, including but not limited to grant\napplications and/or PIP, agreements, amendments, and\npayment requests, which may be necessary for the\nacceptance and use of grant funds for the projects with\nthe designated federal administering agencies.\nb. Establish a separate interest-bearing fund or account, and\naccept and disburse the grant funds in accordance with\nthe amounts specified in Attachment 3 of said CAO report.\n8. AUTHORIZE the aforementioned General Managers, or\ndesignees, of the lead departments, as detailed in Attachments\n2 and 3 of said CAO report, to prepare Controller instructions or\nmake any necessary technical corrections or clarifications to the\nabove recommendations and fund transfer instructions in order\nto effectuate the intent of these matters, including any\ncorrections and changes to funds or account numbers, subject\nto the approval of the CAO; and, AUTHORIZE the Controller to\nimplement these instructions.\nFiscal Impact Statement:\nThe CAO reports that approval of the recommendations stated in said\nreport will not result in a General Fund impact to the extent that there\nare no match requirements and additional General Funds are not\nrequired to complete the funded earmark projects. However, there is a\nGeneral Fund impact to the extent that the administration of pass-\nthrough grants are not funded or reimbursable activities.\nFinancial Policies Statement: The CAO reports that the City’s\nFinancial Policies supports the City’s pursuit of federal, state, and\nprivate grants but requires a careful review of the need for, and\navailability of, financial support of these programs beyond available\ngrant funding. A review of the impact of all the projects funded in the\nFY 2025-26 State Earmark Grants and FY 2026 Federal Earmark\nGrants programs has not been conducted. If required, funds\nnecessary for the completion or continued maintenance of such\nprojects will be requested through the City’s annual budgetary\nprocess.
