(31)\n26-0185\nCD 5\nSTATUTORILY\nEXEMPT\nFROM\nTHE\nCALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA), and PLANNING AND\nLAND USE MANAGEMENT COMMITTEE REPORT relative to an\nappeal filed for the properties located at 2930 - 2936 South Sepulveda\nBoulevard.\nRecommendations for Council action:\n1. DETERMINE, based on the whole of the administrative\nrecord, the Project is statutorily exempt from CEQA\npursuant to Public Resources Code (PRC) Section\n21080.66 and the provisions in Assembly Bill (AB) 130 as\na residential infill development.\n2. ADOPT the FINDINGS of the Los Angeles City Planning\nCommission (LACPC) as the Findings of Council.\n3. RESOLVE TO DENY the appeal filed by Pam Rieder\n(Representative: Elizabeth Klebaner, Nossaman LLP),\nand THEREBY SUSTAIN the determination of the LACPC\nin approving, pursuant to Los Angeles Municipal Code\nSection 13B.2.4, a Project Review for a development that\ncreates more than 50 new residential dwelling units;\nCondition No. 43, Indemnification and Reimbursement of\nLitigation Costs; and the determination that the project is\nexempt from CEQA pursuant to PRC Section 21080.66\nand the provisions in AB 130; for the construction of a 71-\nfoot high, six story, 77-unit residential development\nincluding 12 units set aside for Very Low-Income\nHouseholds, and two subterranean parking levels\nincluding 84 parking spaces, the Project includes a total\nFloor Area of 74,282 square feet with a 2.99:1 Floor Area\nRatio, there are no existing trees on site, and two existing\nstreet trees to remain, the project includes the demolition\nof an existing office building and a haul route for the\nexport of 9,771 cubic yards of soil; for the properties\nlocated at 2930 - 2936 South Sepulveda Boulevard,\nsubject to Conditions of Approval.\nApplicant: George Garikian\nRepresentative: Rodney Khan and Todd Nelson\nCase No. CPC-2024-5548-DB-PR-HCA-1A\nEnvironmental No. ENV-2024-5549-SE\nFiscal Impact Statement: None submitted by the LACPC. Neither the\nCity Administrative Officer nor the Chief Legislative Analyst has\ncompleted a financial analysis of this report.
