(33)\n26-0444\nCD 15\nPLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT\nrelative to reporting on the feasibility of amending the Port Master Plan\nand associated guidelines to refine the existing application of the Level\nI and Level II Coastal Development Permit (CDP) framework to better\ndifferentiate between industrial uses and commercial or public-facing\nprojects.\nRecommendation for Council action, pursuant to Motion (McOsker –\nLee):\n1. REQUEST the Port of Los Angeles (POLA), in\nconsultation with the City Attorney, to report within 90 days\non the feasibility of amending the Port Master Plan and\nassociated guidelines to refine the existing application of\nthe Level I and Level II CDP framework to better\ndifferentiate between industrial uses and commercial or\npublic-facing projects. This report should specifically\naddress the following, but not limited to:\na. An evaluation of the current Level I and Level\nII CDP structure and how it is applied across\ndifferent land-use categories.\nb. Identification of objective, quantifiable metrics\nthat may be used to assess project intensity,\nscale, and potential impacts to distinguish\nbetween industrial and commercial or\ncommunity-serving uses.\nc. Identification of any amendments to the Port\nMaster Plan, implementing ordinances, or\napprovals by the California Coastal\nCommission that would be required to\nimplement such refinements.\nd. Identification of best practices employed by\nother California ports or coastal jurisdictions\nthat utilize tiered coastal permitting systems\ncalibrated to land-use intensity.\ne. A recommended timeline for implementation,\nincluding any required stakeholder outreach\nand environmental review.\n2. REQUEST the POLA provide an interim status update\nwithin 60 days on initial findings and coordination efforts,\nand return with final recommendations within the 90-day\nreport-back period.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
