(28)\n15-0989-S64\nAD HOC COMMITTEE ON THE 2028 OLYMPIC AND PARALYMPIC\nGAMES REPORT relative to funding to repair pedestrian facilities in\npreparation for the 2028 Olympic and Paralympic Games.\nRecommendations for Council action, pursuant to Motion\n(Hernandez, Rodriguez - Lee), SUBJECT TO THE APPROVAL OF\nTHE MAYOR:\n1. DECLARE the repair of pedestrian facilities (sidewalks, curb\nramps, crosswalks, etc.) for the LA28 Games a matter of urgent\nnecessity for the reasons stated in Motion (Hernandez,\nRodriguez - Lee) and authorize the Department of Public Works\nand/or the City Engineer, or designee, to utilize existing and\nfuture contracts as appropriate, including emergency pre-\nqualified on-call contracts, to accelerate repairs.\n2. AUTHORIZE the Controller to appropriate $5,281,686 from the\nUnappropriated Balance Fund No. 100/58, Account No. 580442,\nentitled “2028 Games Project Public Right of Way\nImprovements” to the Bureau of Engineering (BOE), Board of\nPublic Work Office of Community Beautification (OCB), and\nDepartment of Transportation (DOT) for pedestrian facility\nrepair, construction management, engineering support and\nconsultant services to achieve public-right-of-way and mobility\nreadiness for the 2028 Games in the amounts and accounts as\nnoted in the Motion.\n3. INSTRUCT the BOE to utilize the $165,000 for staff costs\nrelated to accelerated repairs and the $700,000 appropriated\ninto the new account entitled “2028 Games Mobility Capital\nProjects” for construction contracts costs and consultant\nservices contracts costs to oversee and implement the\npedestrian facility repair construction work.\n4. INSTRUCT the OCB to utilize $3,986,868 with the Los Angeles\nNeighborhood Initiative and the Los Angeles Conservation\nCorps (LACC) to repair sidewalks near 2028 Olympic and\nParalympic Games venues, fan zones and key access routes.\nThe funding allocated to LACC should go to its Youth Sidewalk\nRepair Program to provide paid on-the-job training to local\nyouth between the ages of 18-26.\n5. INSTRUCT the DOT to utilize the $430,000 appropriated into\nthe new account entitled “2028 Games Mobility Capital\nProjects” for capital planning and engineering support services\ncosts to coordinate public right-of-way and mobility capital\nprojects necessary for the 2028 Games.\n6. AUTHORIZE the Controller to appropriate $20,000 from Fund\nNo. 59V/94, Account No 50AZBQ, entitled "Vision Zero -\nProjects" to the Bureau of Street Lighting (BSL) Fund No.\n100/84, Account No. 001090, Salaries, Overtime, for costs\nrelated to street lighting design of safety and mobility projects in\nsupport of the 2028 Olympic and Paralympic Games and City-\nwide FIFA Activations.\n7. AUTHORIZE the City Engineer, or designee, to make any\ntechnical and/or accounting corrections, clarifications, or\nrevisions to the above instructions, including any new\ninstructions, in order to effectuate the intent of the Motion, and\nincluding any corrections and changes to fund or account\nnumbers; said corrections/ clarifications/ changes may be made\norally, electronically or by any other means.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
