(29)\n25-1518\nCD 11\nENVIRONMENTAL IMPACT REPORT (EIR), ENVIRONMENTAL\nFINDINGS, STATEMENT OF OVERRIDING CONSIDERATIONS,\nMITIGATION MONITORING PROGRAM, and PLANNING AND LAND\nUSE MANAGEMENT COMMITTEE REPORT relative to a California\nEnvironmental Quality Act (CEQA) appeal filed for the property located\nat 11973 – 11975 West San Vicente Boulevard.\nRecommendations for Council action:\n1. FIND that the City Council has reviewed and considered\nthe information contained in the EIR No. ENV-2019-6645-\nEIR (State Clearinghouse No. 2020110210), dated\nFebruary 2023 and the Final EIR, dated September 2023,\nas well as the whole of the administrative record.\n2. CERTIFY that:\na. The 11973 San Vicente Boulevard EIR has\nbeen completed in compliance with CEQA.\nb. The 11973 San Vicente Boulevard EIR was\npresented to the City Council as a decision-\nmaking body of the lead agency.\nc. The 11973 San Vicente Boulevard EIR reflects\nthe independent judgment and analysis of the\nlead agency.\n3. ADOPT the following:\na. The related and prepared 11973 San Vicente\nBoulevard EIR Environmental Findings,\nlocated\nin\nthe\nCommunication\nfrom Department of City Planning – Appeal\nResponse dated April 8, 2026, attached to the\nCouncil file, and the Additional Findings\nprepared by the Department of City Planning\n(DCP) in the report, dated February 19, 2026,\nattached to the Council file.\nb. The Statement of Overriding Considerations,\nattached to the Council file.\nc. The Revised Mitigation Monitoring Program\nlocated\nin\nthe\nCommunication\nfrom Department of City Planning – Appeal\nResponse dated April 8, 2026, attached to the\nCouncil file, prepared for the 11973 San\nVicente Boulevard EIR.\n4. RESOLVE TO DENY the appeal filed by Angelenos for\nHistoric Preservation (Representative: Jamie Hall,\nChannel Law Group, LLP), and THEREBY SUSTAIN the\naction of the Board of Building and Safety Commissioners\ndated November 18, 2025, in certifying the EIR and\nadopting CEQA Findings, a Statement of Overriding\nConsiderations, and the Mitigation and Monitoring\nProgram; for the proposed demolition of an existing two-\nstory commercial building, commonly referred to as the\nBarry Building, a designated Historic-Cultural Monument,\nlocated at 11973 – 11975 West San Vicente Boulevard.\nApplicant: 11973 San Vicente, LLC\nRepresentative: Ed Casey, Alston & Bird\nBoard File No. 250851\nFiscal Impact Statement: None submitted by DCP.
