(58)\n14-1174-S112\nCD 15\nEXEMPTIONS AND CONSIDERATION OF MOTION (HERNANDEZ\nfor McOSKER – LEE) relative to approving funds in taxable CRA/LA\nExcess Non-Housing Bond Proceeds, available to Council District 15\nfrom the Beacon Street Redevelopment Project Area, for the San\nPedro Business Façade Improvement Project.\nRecommendations for Council action, pursuant to Motion (Hernandez\nfor McOsker - Lee), SUBJECT TO THE APPROVAL OF THE MAYOR:\n1. DETERMINE that the San Pedro Business Façade\nImprovement Project (Project) consisting of storefront signage\nand maintenance, repair, and minor interior/exterior alterations\nto existing structures within the Beacon Street Redevelopment\nArea in Downtown San Pedro, design, fabrication, and\ninstallation of a gateway sign, is categorically exempt from\nprovisions ofthe California Environmental Quality Act (CEQA)\npursuant to State CEQA Guidelines Section 15301 / Class 1\n(see attached), and exempt under the City of Los Angeles\nCEQA Guidelines Article III, Categorical Exemptions, Class 11 -\nAccessory Structures.\n2. APPROVE up to $20,980 in taxable CRA/LA Excess Non-\nHousing Bond Proceeds (EBP) available to Council District 15\nfrom the Beacon Street Redevelopment Project Area to be\nutilized for the Project.\n3. AUTHORIZE the Economic and Workforce Development\nDepartment (EWDD) to implement activities related to the\nProject.\n4. DIRECT EWDD to file the appropriate CEQA documentation\nwith the Los Angeles County Clerk, if required, upon City\nCouncil approval.\n5. DIRECT EWDD to report on its work accomplishments to the\nCity Administrative Officer (CAO) and to fund expenditures on a\nquarterly and as-needed basis.\n6. AUTHORIZE the Controller, subject to the availability of funds,\nto:\na. Transfer appropriations within the EBP Fund No. 57D/ 22\nas follows: $20,980 from Account No. 22L9BT, Beacon\nStreet Taxable to Account No. [TBD], Account Name:\n[TBD].\nb. Increase Fund No. 100/40 appropriations as follows:\nAppropriation Unit: [TBD] Account Name: [TBD] Amount:\n$20,980.\nc. Expend up to $20,980 from the EBP Fund No. 57D,\nAccount No. 22C140 Beacon Street Taxable Series 2005-\nC, for activities related to the Project upon presentation of\nproper documentation by EWDD, and satisfactory review\nand approval of EWDD in accordance with the terms and\nconditions of the Bond Expenditure Agreement (BEA).\n7. AUTHORIZE the Interim General Manager, EWDD, or\ndesignee, to prepare Controller instructions and/or make\ntechnical adjustments that may be required and are consistent\nwith this action, subject to the approval ofthe CAO, and\nauthorize the Controller to implement these instructions.
