(City Council)\nRecommendation: It is recommended that the City Council:\n1. Read by title only, waive further reading and adopt Resolution No. 2026-19 titled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nBELL, CALIFORNIA, AUTHORIZING THE SUBMISSION OF A\nNOTICE OF INTENT TO WITHDRAW FROM THE INDEPENDENT\nCITIES RISK MANAGEMENT AUTHORITY (ICRMA) LIABILITY,\nCYBER, AND TERRORISM PROGRAMS\n2. Authorize the City Manager or designee to execute all documents necessary to\neffectuate the withdrawal in accordance with the applicable governing documents.
