Renewal of the Encinitas Landscape and Lighting District for FY 2026-27.\nEnvironmental Considerations: The action being considered by the City\nCouncil is exempt from the California Environmental Quality Act (CEQA)\nbecause it is not a "project’ under Section 15061(b)(3) of the CEQA Guidelines\nbecause it can be seen with certainty that there is no possibility that the\nactivity in question may have a significant effect on the environment.
