8F.\nAmendment No. 3 to Agreement for Professional Consultant Services between\nthe City of Encinitas and Tory R. Walker Engineering, Inc. to add $120,000 for\nas-needed engineering services for private development projects and to\nextend the term through June 30, 2027. Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that\nthere is no possibility that the activity in question may have a significant effect\non the environment. The action is also exempt from CEQA under Section\n15378(b)(5) of the CEQA Guidelines because it involves an organizational or\nadministrative activity of government that will not result in the direct or indirect\nphysical change in the environment. Contact Person: Senior Engineer Zielke\nRecommended Action: Authorize the City Manager or her designee, in\ncoordination with the City Attorney, to execute Amendment No. 3 to the\nAgreement with Tory R.
