13.1 A Public Hearing to Consider and Approve an Interim Urgency Ordinance of the City\nof El Monte Extending the Temporary Moratorium by 10 Months and 15 Days\nProhibiting Processing, Approval, and Acceptance of New Data Center Land Use\nApplications Pursuant to Government Code Section 65858 (Interim Urgency\nOrdinance No. 3063).\nRECOMMENDATION OF BUSINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Open the public hearing;\n2. Receive a brief overview from staff and pose questions;\n3. Receive public comment;\n4. Close the public comment portion of the public hearing;\n5. Pose closing questions to staff;\n6. Receive and file the report describing the measures taken to alleviate the conditions\ntaken to alleviate the adoption of moratorium pursuant to Government Code Section\n65858(d);\n7. Determine that the adoption of this Interim Urgency Ordinance (Extension of Interim\nUrgency Ordinance No.3063) is exempt from the California Environmental Quality Act\npursuant to CEQA Guidelines Section 15061(b)(3); and\n8.
