A\nConsideration and possible action to conduct a Public Hearing to consider\na Tentative Map, a Development Review, and a Conditional Use Permit, and\nto adopt Resolution No. 26-14 – A Resolution approving Tentative Map\nNo. TM 83476 to reconfigure eight lots into five lots; Development Review\nCase No. DR 9-25-16688 to allow for the construction of four commercial\nbuildings ranging from 1,025 square feet to 5,728 square feet; and\nConditional Use Permit Case No. CU 25-07 to allow for three drive-through\nfacilities, a fuel station with accessory off-site alcohol sales, and for\ndeveloping on lots that will measure less than 1.5 acres within the Design for\nDevelopment for the South Bellflower Commercial Area (“DFD”) on real\nproperty commonly known as 17617 – 17639 Bellflower Boulevard;\nApplicant: Steven Pollock, representing OnPoint Development Management.\nCEQA: This Project was reviewed for compliance with the California Environmental\nQuality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and\nCEQA regulations (14 California Code of Regulations §§ 15000, et seq.; the\n“CEQA Guidelines”). The proposed Project is categorically exempt per CEQA\nGuidelines § 15332 (Class 32 – In-Fill Development Projects), because the site is\nless than five acres, surrounded by urban uses and has no value as habitat for\nendangered, rare or threatened species. The Project would not result in significant\neffects related to traffic, noise, air quality, or water quality and it can be adequately\nserved by all required utilities and public services. Furthermore, it can be seen with\ncertainty that no special circumstances exist that would create a reasonable\npossibility that the proposed Project will have a significant adverse effect on the\nenvironment.\nRecommendation to City Council: 1) Open the public hearing; take testimonial and\ndocumentary evidence; and after considering the evidence, adopt Resolution\nNo. 26-14; or 2) Alternatively, discuss and take other action related to this item.
