6.1\nConsideration of an Ordinance to Amend Chapter 16.40 (Fireworks) of Title 16\n(Health and Safety) of the Bell Gardens Municipal Code to Permit the Sale, Use, and\nDischarge of Safe and Sane Fireworks\nRECOMMENDATION: It is staff’s recommendation that the City Council take the\nfollowing action:\n1. Find the proposed Ordinance No. 967 categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to California Code of\nRegulations, Title 14, § 15061(b)(3) (CEQA Guidelines), concluding no\nsignificant environmental impact would occur; and\n2.
