(8)\n25-0386-S1\nCD 11\nCATEGORICAL EXEMPTION, COMMUNICATIONS FROM THE CITY\nENGINEER and ORDINANCE relative to the dedication of an\neasement for street purposes on 9606 Bellanca Avenue - Right of Way\nNo 36000-10262.\nA. COMMUNICATION FROM THE CITY ENGINEER DATED\nFEBRUARY 5, 2025:\nRecommendations for Council action:\n1. FIND that the dedication of an easement for street\npurposes on 9606 Bellanca Avenue is categorically\nexempt from the California Environmental Quality Act of\n1970 pursuant to Article III, Class 5(4) of the City's\nEnvironmental Guidelines.\n2. ACCEPT the petitioner's offer to dedicate the easement\nfor street purposes on 9606 Bellanca Avenue,\nsubstantially as shown on the Exhibit Map of the February\n5, 2025 City Engineer report, attached to the Council file.\n3. AUTHORIZE the Board of Public Works to acquire the\ndedication of the easement for street purposes on 9606\nBellanca Avenue.\n4. INSTRUCT the City Clerk to forward a copy of the\nCouncil action on this project to the Bureau of\nEngineering, Survey Division for processing.\nB. REVISED COMMUNICATION FROM THE CITY ENGINEER\nDATED APRIL 2, 2026:\nRecommendations for Council action:\n1. FIND that this offer to dedicate an easement for street\npurposes on 9606 Bellanca Avenue is categorically\nexempt from the California Environmental Quality Act of\n1970, under Article III, Class 5(4) of the City's\nEnvironmental Guidelines.\n2. DEDICATE, ACCEPT and ESTABLISH the City-owned\nReal property lying on 9606 Bellanca Avenue, as shown\non the Exhibit Map of the City Engineer report dated April\n2, 2026, attached to the Council file, as part of Bellanca\nAvenue, a public street of said City.\n3. PRESENT and ADOPT the accompanying ORDINANCE\ndated February 17, 2026, dedicating, accepting, and\nestablishing as part of the easterly side of Bellanca\nAvenue certain real property owned by the City located at\nthe intersection of 96th Street and Bellanca Avenue, all\npublic streets of the City.\n4. FIND that this dedication, acceptance, and establishment,\nof City-owned real property as public street is in\nsubstantial conformance with the purpose, intent, and\nprovisions of the General Plan, pursuant to Section 556 of\nthe City Charter.\nFiscal Impact Statement: None submitted by the City Engineer.\nNeither the City Administrative Officer nor the Chief Legislative\nAnalyst has completed a financial analysis of this report.
