(9)\n25-0683\nAD HOC COMMITTEE FOR LA RECOVERY REPORT relative to a\nrequest for payment for additional services from AECOM in\ndevelopment of the Long-Term Recovery Plan and planning reports\nregarding: Infrastructure Restoration, Wildfire Resilience, and Logistics\nand Traffic Management.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. NOTE and FILE Motion (Park-McOsker), since the BOE has\nsubmitted the AECOM reports to the Council File.\n2. AUTHORIZE the BOE to make further payment(s) to AECOM\nfor work on long-term recovery and additional recovery services\nup to the $8 million previously authorized for this work.\n3. INSTRUCT the BOE to include the Chief Legislative Analyst\n(CLA) as a member of the Palisades Recovery Group.\n4. INSTRUCT the CLA, in consultation with Los Angeles\nDepartment of Transportation, BOE and Los Angeles\nDepartment of Building and Safety, to report back within 60\ndays on AECOM’s recommendations related to managing\nconstruction-related traffic congestion, including management\nand control of construction permit issuance and establishing\nTemporary Managed Parking Zones for contractors and Mobile\nFood Service Zones for vendors.\n5. INSTRUCT the BOE and AECOM to incorporate community\nfeedback received in response to their first three recovery\nreports into their Long Term Recovery planning. This should\ninclude feedback received from the Pacific Palisades\nCommunity Council in their letter dated March 17, 2026 as well\nas a communication from the Palisades Recovery Coalition.\n6. INSTRUCT the BOE to transmit the Long Term Recovery Plan,\nupon its completion, to Council file No. 25-0683.\n7. INSTRUCT the BOE and AECOM to present updates to the Ad\nHoc Committee for LA Recovery regarding the work of the\nPalisades Recovery Group.\nFiscal Impact Statement: The BOE reports that approval of its report\nwill have no fiscal impact. Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
