7. CONSIDERATION OF A RESOLUTION ADOPTING A POLICY TO IMPLEMENT NEW\nBROWN ACT AMENDMENTS REGARDING MEETING DISRUPTION PROCEDURES\nPURSUANT TO SENATE BILL 707 – F2M26-24, R2M26-9\nOn October 3, 2025, Governor Newsom signed into law Senate Bill 707 (SB 707), which\namends the Brown Act with the intent to diversify and increase public engagement during\nlocal government meetings of legislative bodies, such as the City Council. Among the\nvarious new requirements under SB 707, all qualified legislative bodies must now offer\nhybrid meetings (through a two-way phone or video platform). The City has already been\nproviding hybrid meetings via Zoom since 2020. In addition, SB 707 requires the City to\nformally adopt a policy that outlines how to restore any hybrid meeting broadcast\ndisruptions that prevent the public from virtually attending and participating in a meeting\non or before July 1, 2026. Staff prepared a resolution to satisfy this new State requirement.\nThe Disruption of Telephonic or Internet Service Policy mirrors the meeting disruption\nguidelines that are already outlined in SB 707, which requires the legislative body to take\na recess and try to restore service for at least one hour. If service cannot be restored within\none hour, the legislative body must conduct a roll call vote confirming that good faith efforts\nwere made and the public interest in continuing the meeting outweighs remote access.\n(Cal. Gov. Code §54953.4(b)(1).) The proposed Resolution outlines the actions that will\ntake place if disruptions were to occur. If adopted, the requirements will go into effect\nimmediately. Staff recommends adopting the proposed resolution to reflect the recent\nlegislative changes under SB 707.\nRecommended Action: City Council adopt Resolution No. R2M26-9 entitled: A\nResolution of the Alhambra City Council adopting a Disruption of Telephonic or Internet\nService Policy pursuant to Government Code Section 54953.4
