9. NOTICE INVITING BIDS: CONSTRUCTION OF POPPY PARK – F2M24-57, N2M26-48\nStaff applied for, and was awarded grant funding from the State of California, under the\n2023 Budget Act with assistance from Assemblymember Mike Fong, to construct a pocket\npark, which is in accordance with the City Council’s Strategic Plan objectives for\nexpanding green space. The grant agreement with the State has been fully executed, and\nall project funds must be disbursed by June 30, 2030. The planned scope of work includes:\nconstruction of Poppy Park; adaptive reuse of beams from the previous Library building to\na pergola; and installation of irrigation, landscaping, and walking paths.\nRecommended Action: City Council authorize circulating a Notice Inviting Bids to\nprospective contractors for the construction of Poppy Park, located at 2037 South Fremont\nAvenue, with bids due on May 28, 2026; and, direct staff to undertake the steps necessary\nto finalize the Council’s action.
