(13)\n26-0512\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\nbest practices in contract management and administration to enhance\naccountability for Los Angeles Homeless Services Authority and\nservice providers who implement the revised Scope of Required\nServices for City Interim Housing and related matters.\nRecommendations for Council action:\n1. INSTRUCT the City Administrative Officer (CAO) and the Chief\nLegislative Analyst (CLA), and REQUEST the City Attorney and\nLos Angeles Homeless Services Authority (LAHSA), with the\nassistance of the Housing Department (LAHD), to effectuate a\nMemorandum of Understanding (MOU) with LAHSA.\n2. INSTRUCT the LAHD, CLA, and CAO, in coordination with\nLAHSA and the City Attorney, to develop program-based\nagreements, based upon Scopes of Required Services (SRSs)\nwith associated Key Performance Indicators, as described in\nthe CLA report dated April 8, 2026, attached to the file.\n3. INSTRUCT the LAHD, CLA, and CAO, in coordination with\nLAHSA and the City Attorney, to implement an administrative\namendments process relative to each SRS-based agreement,\nas described in said CLA report.\n4. INSTRUCT the LAHD, CLA and CAO to add to each SRS the\nability for the City to have control over placement at interim and\npermanent supportive housing sites.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
