(16)\n23-0861\nCD 14\nPLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT\nrelative to a proposed ordinance amending Chapter 1A of the Los\nAngeles Municipal Code (LAMC) and proposed Zoning Code Maps\nintended to align the ordinances for the Boyle Heights Community Plan\nUpdate (BHCPU) with zoning provisions already established in the\noperative New Zoning Code.\nRecommendations for Council action:\n1. INSTRUCT the Department of City Planning (DCP) to prepare a\nreport with recommendations to justify the applicability of the\nSenate Bill 131 California Environmental Quality Act exemption\nto bonus height, floor area ratio, and density increase incentive\nmodifications to “Low-Rise Mediums” Form Districts in the\nBHCPU, as identified in “Appendix B: Recommended New\nZoning Code Edits for City Council Consideration” located in the\n“Boyle Heights CHIP Reconciliation Report” dated August 20,\n2025, attached to Council file (CF) No. 23-0861-S1.\n2. REQUEST the City Attorney to prepare and present the\nfollowing draft ordinances to the City Council:\na. The proposed Chapter 1A Ordinance, identified as “Exhibit\nE1. Ordinance Amending LAMC Chapter 1A“ dated\nOctober 18, 2023, attached to CF No. 23-0861, with the\nmodifications located in the “Supplemental Report from\nthe Department of City Planning,” dated October 15, 2025,\nattached to CF No. 23-0861 and the modifications located\nin the “Boyle Heights CHIP Reconciliation Report” dated\nAugust 20, 2025, attached to CF No. 23-0861-S1.\nb. The proposed Chapter 1A Zoning Code Maps ordinance,\nidentified as “Exhibit E2. Zoning Code Maps,” dated\nOctober 18, 2023, attached to CF No. 23-0861, with the\nmodifications in the “Report from the Department of City\nPlanning”, dated October 15, 2025, attached to CF No.\n23-0861.\n3. REQUEST the City Attorney to include the following language\nwithin all ordinances prepared for the City Council’s review:\nAs deemed necessary by the Director, the DCP may prepare\ntechnical corrections to the ordinances adopted through CF\nNos. 23-0861, 23-0861-S1 and 23-0861-S6 in order to correct\ncitations and typographical errors that do not result in\nsubstantive changes to the policies adopted by the City Council\nfor the BHCPU (CF Nos. 23-0861, 23-0861-S1 and 23-0861-\nS6) in the approval of the final ordinances, in consultation with\nthe City Attorney.\na. Such technical corrections may include:\n​\ni. Corrections to typographical errors and citations.\nii. Stylistic and formatting consistency edits.\niii. Corrections to ensure consistency between\nprovisions.\niv. Corrections to clarify the implementation of a\nprovision.\nv. Corrections to illustrations or graphics to align with\nthe text of the ordinance.\nvi. Corrections to map errors.\n​\nb. The DCP shall bring those corrections to City Council for\nfinal approval by Ordinance.\nc. This section shall be effective for one year from the\neffective date of this Ordinance.\nFiscal Impact Statement: None submitted by the DCP. Neither the\nCity Administrative Officer nor the Chief Legislative Analyst has\ncompleted a financial analysis of this report.
