8. LETTER OF CONCERN REGARDING MICROENTERPRISE HOME KITCHEN\nOPERATION (“CLUB COWBOY CHEDDAR”) – F2M26-7, M2M26-62\nOn April 13, 2026, the City Council directed staff to prepare a letter of concern to be\ntransmitted to Supervisor Hilda Solis and the Los Angeles County Department of Public\nHealth regarding a reported Microenterprise Home Kitchen Operation (MEHKO) operating\nunder the name “Club Cowboy Cheddar,” located at 3333 Balzac Street. During the City\nCouncil General Public Comment period on April 13, 2026, several residents from the\nsurrounding neighborhood appeared before the Council to express concerns regarding\nthe reported operation. The City’s objective is to support safe and livable residential\nneighborhoods. Based on the concerns raised by residents, the reported activity is\nimpacting quality of life in Alhambra and may not be consistent with applicable MEHKO\nprogram requirements. Accordingly, the purpose of the letter is to request the Los Angeles\nCounty Department of Public Health conduct a thorough investigation into the reported\noperation, including verification or denial of permit, compliance with MEHKO\nrequirements, and address any other applicable violations.\nRecommended Action: City Council approve the letter as outlined in the April 27,\n2026 staff report by the Assistant City Manager and Management Analyst and direct staff\nto send the letter to Supervisor Hilda Solis and the Los Angeles County Department of\nPublic Health.
