(15)\n26-0275\nCD 15\nPLANNING AND LAND USE MANAGEMENT (PLUM) COMMITTEE\nREPORT relative to preparing a report outlining the land use regulatory\ncontrols that would apply, or could be made applicable, to any proposal\nsubmitted for the expansion or development of the property located at\n2100 South Western Avenue in San Pedro.\nRecommendations for Council action, as initiated by Motion\n(McOsker – Yaroslavsky):\n1. INSTRUCT the Department of City Planning, with the\nassistance of the Department of Building and Safety, and in\nconsultation with the City Attorney, to prepare a report outlining\nthe land use regulatory controls that would apply, or could be\nmade applicable, to any proposal submitted for the expansion\nor development of the property located at 2100 South Western\nAvenue in San Pedro as transitional housing, inpatient and\noutpatient mental health services, or any other State-licensed\ncommunity care facility. This report should also include an\nexplanation of any applicable State and Federal regulatory\ncontrols and laws that would govern such a proposal, should\none be submitted.\n2. INSTRUCT the General Services Department to request the\nClass A appraisal of the property located at 2100 South Western\nAvenue in San Pedro. The appraisal should be evaluated and\nincorporated into the City’s report and findings.\n3. INSTRUCT the Los Angeles Housing Department to report on\nthe rules and regulations, as well as rights and responsibilities,\nfor residents in long-term senior living memory care and\nconvalescent care facilities in the City of Los Angeles. This\nreport should include residents' rights to continue their tenancy\nand the role of the City in any proposed relocation.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
