(56)\n23-1022-S29\nSTATUTORY EXEMPTIONS, HOUSING AND HOMELESSNESS\nCOMMITTEE REPORT relative to the Fiscal Year (FY) 2025-26 Fourth\nHomelessness Funding Report.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. FIND the following:\na. The funding allocation, lease, and continued use for a\nperiod of approximately one year for the Pallet\nShelters/low barrier navigation centers (LBNC) located at\n11471 Chandler Boulevard, the Eagle Rock Recreation\nCenter Tiny Home Village (THV)/LBNC at 7570 North\nFigueroa Street, and the LaFayette Park Bridge\nHousing/LBNC at 668 South Hoover Street, and the Valley\nPlaza Park Pallet Shelter/LBNC located at 6099 Laurel\nCanyon Boulevard for those experiencing homelessness;\nand California Environmental Quality Act (CEQA)\nexemption determination that, the projects are statutorily\nexempt under Public Resources Code (PRC) Section\n21080.27.5, applicable to LBNCs; and Government Code\nSection 8698.4(a)(4), governing homeless shelter projects\nunder a shelter crisis declaration.\nb. The funding allocation and lease for a period up to five\nyears for Interim Housing/LBNC located at 1933 Magnolia\nAvenue for those experiencing homelessness, are\nstatutorily exempt from CEQA under PRC Section\n21080.27.5, applicable to low barrier navigation centers;\nand Government Code Section 8698.4(a)(4) governing\nhomeless shelter projects under a shelter crisis\ndeclaration.\n2. APPROVE the recommendations contained in the City\nAdministrative Officer (CAO) report dated April 3, 2026,\nattached to the Council file, as amended to replace\nRecommendation No. 38 as follows:\n38. AUTHORIZE the Mayor’s Office, or designee, to negotiate\na contract on behalf of the City with Pacific Secured\nEquities, Inc. (dba Intercare Insurance Services, Inc.) to\nprovide third-party administrator duties in an amount not\nto exceed $250,000.00, with a term of up to 24 months\nwithin the applicable performance period, subject to the\napproval of the City Attorney as to form.\nFiscal Impact Statement: The CAO reports that there is no General\nFund impact as a result of the recommendations in the report. The\nrecommendations in the report utilize savings from previously\nbudgeted City’s General Fund, Measure A - Local Solutions Fund, and\nHomeless Housing, Assistance and Prevention Program funds.\nFinancial Policies Statement: The CAO recommendations in the\nreport comply with the City's Financial Policies in that budgeted funds\nare being used to fund recommended actions.
