(24)\n25-0894\nTRANSPORTATION COMMITTEE REPORT relative to dissolving the\nMajor Transit and Transportation Construction Traffic Management\nCommittee.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. NOTE and FILE the City Attorney report and draft Ordinance\ndated March 13, 2026, attached to the Council file, repealing\nArticle 2.1 of Chapter VI of the Los Angeles Municipal Code\n(LAMC).\n2. DIRECT the Bureau of Engineering (BOE), in coordination with\nthe Department of Transportation (DOT), to implement a new\ninternal Coordinated Streets of Significance (CSS) Review\nprocess to replace the TCTMC, and to implement the CSS\nReview process within 45 days of the LAMC 62.250 ordinance\namendment.\n3. REQUEST the City Attorney to present an ordinance\nterminating the TCTMC (per LAMC 62.250 K) and codifying the\nCSS Review as an internal administrative coordination process.\n4. DIRECT the DOT, with assistance from BOE, Bureau of Street\nServices, and Bureau of Contract Administration, to publish a\n"CSS Tier Guide" for public use detailing CSS review\nrequirements and timelines.\n5. DIRECT the City Administrative Officer (CAO) to report with an\nupdate on dedicated DOT staffing needed to ensure adequate\nresources for predictable CSS review timelines, upon release of\nthe Mayor's FY 2026-27 Proposed Budget.\n6. DIRECT the CAO, with the assistance of the BOE and the DOT,\nto report to Council with a proposed fee structure for the CSS\nReview process, including any necessary amendments to the\nLAMC, to ensure full cost recovery for administrative and\nengineering services.\nFiscal Impact Statement: None submitted by the City Attorney. Neither\nthe City Administrative Officer nor the Chief Legislative Analyst has\ncompleted a financial analysis of this report.
