(19)\n25-1476\nCALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)\nDETERMINATION PURSUANT TO CEQA GUIDELINES, AND\nRELATED CEQA FINDINGS; and PLANNING AND LAND USE\nMANAGEMENT COMMITTEE REPORT relative to two CEQA appeals\nfiled on the environmental clearance for a Zoning Administrator’s\nInterpretation (ZAI) applicable to oil/gas well operations in the City, that\ninterprets “well maintanance.”\nRecommendations for Council action:\n1. DETERMINE that the issuance of this ZAI that interprets "well\nmaintenance" is not a "Project" as that term is defined by CEQA\nGuidelines, Section 15378.\n2. DETERMINE that even if this ZAI is determined to be a Project\nfor purposes of CEQA, it is exempt pursuant to CEQA\nGuidelines Section 15061(b)(3), because it can be seen with\ncertainty that there is no possibility that the Project may have a\nsignificant effect on the environment.\n3. DETERMINE that if the ZAI is a Project under CEQA it is\nexempt pursuant to CEQA Guidelines Section 15308 (Class 8)\nand that there is no substantial evidence demonstrating that an\nexception to an exemption pursuant to CEQA Guidelines\nSection 15300.2 applies, including because there is no unusual\ncircumstance.\n4. RESOLVE TO DENY the appeals filed by E & B Natural\nResources Management Corporation, Hillcrest Beverly Oil\nCorporation, E&B ENR I, LLC, and Elysium Natural Resources,\nLLC (Representative: Matthew Wickersham Alston & Bird LLP);\nand Warren E&P, Inc.; Warren Resources of California, Inc.; and\nWarren Resources, Inc. (Representative: Ty Thompson, Warren\nResources, Inc.), and THEREBY SUSTAIN the environmental\nclearance approved by the Los Angeles City Planning\nCommission (LACPC); for a ZAI applicable to oil/gas well\noperations in the City, issued by the Chief Zoning Administrator\non June 12, 2025; for the City of Los Angeles.\nApplicant: City of Los Angeles\nCase No. ENV-2025-3305-CE-1A\nRelated Cases: ZA-2025-2976-ZAI; ZA-2025-2976-ZAI-1A; ENV-\n2025-3305-CE\nFiscal Impact Statement: None submitted by LACPC.
