8A. PUBLIC HEARING TO CONSIDER THE ADOPTION OF THE 2026-2027\nANNUAL ACTION PLAN FOR\nEXPENDITURES OF COMMUNITY\nDEVELOPMENT BLOCK GRANT FUNDS AND RELATED ACTIONS\nCity of San Clemente City Council will hold a public hearing for the Action\nPlan for Fiscal Year 2026-2027. This action is taken in compliance with\nfederal regulations [24 CFR 91].\nAs a recipient of Community Development Block Grant (CDBG) funds, the\nCity must prepare a Consolidated Plan every five years. The City is also\nrequired to update the related Action Plan annually. The Consolidated\nPlan is a multi-year strategic plan that identifies housing and community\npriority needs, strategies to address\npriority needs, and\nprograms/resources to address these needs. The Action Plan delineates\nproposed activities to be funded under the U.S. Department of Housing\nand Urban Development’s (HUD) CDBG program. The San Clemente\nCity Council approved the current 2025-2029 Consolidated Plan in May\n2025. The draft 2026-2027 Annual Action Plan is available for public\nreview.\nRecommended Action\nAdopt Resolution No. 26-81, which will:\n1. Approve the Fiscal Year 2026-2027 Annual Action Plan.\n2. Authorize the City Manager to submit the Annual Action Plan to the U.S.\nDepartment of Housing and Urban Development, and execute the contract\nand related agreements, forms, and certifications.\n3. Accept grant revenues of $294,485 from the U.S. Department of Housing\nand Urban Development to Fund 017 - CDBG Grants Fund.\n4. Authorize a related budget appropriation of $294,485 to the CDBG fund\nfor the amounts in the Fiscal Year 2026-2027 Annual Action Plan.
