7. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH PRIMESTOR DEVELOPMENT, INC.\nFOR PREPARATION OF THE DOWNTOWN SPECIFIC PLAN (COMMUNITY DEVELOPMENT)\nIt is recommended that the City Council:\n1. Approve the Professional Services Agreement (PSA) between the City of Santa Fe Springs and\nPrimestor Development, Inc. (Primestor); and\n2. Authorize the City Manager to execute the agreement and serve as the City’s representative\nunder the agreement; and\n3. Determine that the action is categorically exempt under the California Environmental Quality Act\n(CEQA); and\n4. Take such additional, related, action that may be desirable.
