8.\nLETTER OF SUPPORT FOR THE COALITION TO PROTECT COMMUNITY SERVICES\n– F2M26-19, M2M26-72\nOn May 4, 2026, the California Joint Power Insurance Authority (CJPIA), reached out to\nthe City requesting support for a new legislative advocacy effort, led by the CJPIA - the\nCoalition to Protect Community Services. Since 2018, the City has been a member of\nCJPIA, one of the largest municipal self-insurance pools in the state of California, with\nmore than 125 member cities and public agencies. In recent years, the liability\nenvironment for local agencies has become increasingly challenging, with costs rising\nsharply due to higher claim severity, a more complex litigation landscape, and broader\nsystematic factors affecting CJPIA member agencies and public agencies throughout the\nstate. Rising liability costs are directly impacting local budgets and essential community\nservices, which is why CJPIA is seeking support for this new legislative advocacy effort.\nThe Coalition brings cities, counties, schools, special districts and other local agencies\ntogether to advocate for a more balanced and sustainable liability environment though\ntargeted reforms to state law. Per CJPIA, the effort is focused on protecting public\nresources while ensuring fair compensation for people injured by local government\nnegligence.\nRecommended Action:\nCity Council approve the letter of support for the Coalition to\nProtect Community Services as outlined in the May 11, 2026 staff report by the Director\nof Human Resources and Risk Management; and, direct staff to undertake the steps\nnecessary to finalize the City Council’s action.
