9.\nAPPROVAL OF CONTRACT WITH THE ALHAMBRA CENTRAL BUSINESS DISTRICT\nASSOCIATION (ACBDA) FOR FISCAL YEAR 2026-2027 – F2M21-50, C2M26-28,\nM2M26-73\nSince 1974, the City has maintained an agreement with the ACBDA to provide promotional\nsupport to the merchants in the Alhambra Central Business District of Association. These\nmerchants are assessed in accordance with the Alhambra Municipal Code Section\n5.04.201. The City collects the assessment and allocates it for marketing and promotion\nactivities specific to the Business District area. According to the City’s agreement with the\nACBDA, a maximum of ninety percent (90%) of the total funds collected each year by the\nCity may be allocated to the ACBDA. The Fiscal Year 2026- 2027 minimum allocation total\nis estimated to be $85,500. In previous years, the estimated minimum has been exceeded\nThis year, ACBDA has requested a $80,000 advance on the agreement. The proposed\nwork plan for 2026-2027 is attached with a focus on branding, events//programing,\nbusiness support and engagement.\nRecommended Action:\nCity Council award a contract to the Alhambra Central\nBusiness District Association (ACBDA), subject to final language approval by the City\nManager and City Attorney, for the promotion of the Central Business District for the 2026-\n2027 Fiscal Year; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action.
