15.\nAWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES TO PREPARE A\nFEASIBILITY STUDY ON THE CREATION OF A BUSINESS IMPROVEMENT\nDISTRICT (BID) OR A PROPERTY AND BUSINESS IMPROVEMENT DISTRICT (PBID)\n– F2M25-61, RFP2M25-25, C2M26-30, M2M26-79\nOn December 8, 2025, the City Council authorized the distribution of a Request for\nProposals (RFP) to prospective firms and consultants to conduct create a feasibility study\nfor a Business Improvement District (BID) or a Property and Business Improvement\nDistrict (PBID) within Downtown Alhambra. Prospective consultants were given until\nMarch 19, 2026 to submit proposals to the City. The City received four (4) proposals. Staff\nevaluated all proposals, interviewed three proposers through the week of April 27, 2026\nand selected Civitas and CSS as the most qualified consultant. Staff reviewed and\nevaluated the proposals based on the RFP requirements, which included understanding\nof the project scope, approach and methodology, experience with community outreach\nand creation of BID/PBID districts, and project cost.\nRecommended Action:\nCity Council award a contract, in an amount not-to-exceed\n$86,525, to Civitas Advisors (Civitas) and Community Strong Strategies (CSS), subject to\nfinal language approval by the City Manager and City Attorney, to create a feasibility study\nfor a Business Improvement District (BID) or a Property and Business Improvement\nDistrict (PBID) within Downtown Alhambra; and direct staff to undertake the steps\nnecessary to finalize the Council’s action.
