7.\nAWARD CONTRACT: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR\nPRIORITY PEDESTRIAN IMPROVEMENTS PROJECT – F2M25-62, RFP2M25-26,\nC2M26-27, M2M26-71\nOn March 11, 2024, the City Council adopted the City’s Bicycle and Pedestrian\nImprovement Plan (“Walk, Bike, Move Alhambra!”), which established a vision for biking\nand pedestrian infrastructure and facilitates further planning and funding support for the\nimplementation of the City’s multi-modal transportation goals. The City received a Funding\nAgreement in the amount of $14,387,027.50 in Measure R funds for the Citywide Priority\nPedestrian Improvement Project on October 6, 2025. The funding covers the design,\nengineering, and construction associated with improving the eight priority pedestrian\nlocations identified in the City’s Bicycle and Pedestrian Improvement Plan. On December\n8, 2025, staff obtained authorization to distribute the Request for Proposals for design\nengineering services for priority pedestrian improvements. The design engineering service\nwill cover the Project’s Phase 1 PS&E and Phase 2 Preliminary Engineering. Staff\nreceived and reviewed four proposals. AYCE Consulting Engineers, Inc. was selected\nbased on their technical approach, project team qualifications, relevant experience,\nreferences, and completeness and quality of the proposal.\nRecommended Action:\nCity Council award a contract to AYCE Consulting\nEngineers, Inc., subject to final language approval by the City Manager and City Attorney,\nin the amount of $878,325.22 for professional engineering design services for the City’s\nPriority Pedestrian Improvements under the Alhambra Bicycle and Pedestrian\nImprovement Plan, and direct staff to undertake the steps necessary to finalize the\nCouncil’s action.
