4.\nPUBLIC HEARING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nAND HOME PROGRAMS 2026-2027 ANNUAL ACTION PLAN) – F2M26-30, N2M26-\n35, M2M26-70\nThis is the time and place set by Notice No. N2M26-35 for the City Council to hold a public\nhearing regarding Community Development Block Grant (CDBG) and HOME funding for\nthe City of Alhambra’s proposed 2026-2027 Annual Action Plan to receive comment\npursuant to and in compliance with the Federal Department of Housing and Urban\nDevelopment (HUD) pre-submission requirements as outlined in Section 24 Part 91 of the\nCode of Federal Regulations.\nThe City adopts a one-year Action Plan that outlines specific program activities and\nfunding allocations for the upcoming program year using CDBG and HOME funds, in\naccordance with HUD requirements. The Action Plan is developed in alignment with the\nCity’s five-year Consolidated Plan that was adopted in FY 2025-2026. HUD has officially\nnotified the City of its funding allocations for FY 2026-2027. The City of Alhambra will\nreceive approximately $823,981 in CDBG funds, an increase of $8,181 from prior year,\nand $395,699.04 in HOME funds, a decrease of $8,584.28 from prior year’s allocation.\nThe Proposed Work Program for CDBG funds for FY 2026-2027 are presented in two\nalternative schedules based on the approval status of a Section 108 Loan to assist in\nbuilding the community center: Under Schedule A, the City anticipates the approval of a\nSection 108 Loan, which results in the allocation of $318,000.00 toward the first-year loan\nrepayment obligation. As a result, funding available for direct program activities is adjusted\naccordingly. Under Schedule B, if the Section 108 Loan is not approved, no debt service\npayment is required. As a result, the funding originally designated for loan repayment is\nreallocated to Housing Rehabilitation and Code Enforcement. The use of Schedule B will\nnot constitute a substantial amendment to the Annual Action Plan. The complete\nbreakdown of funding allocations for the Proposed Work Program (CDBG) Schedule A,\nProposed Work Program (CDBG) Schedule B, and Proposed Work Program (HOME) are\noutlined in the May 11, 2026 staff report by the Assistant City Manager and Management\nAnalyst.\nAs part of the citizen participation process for the Annual Action Plan, the City conducted\ntwo interactive pre-planning sessions with the HCDA Citizen Advisory Committee on\nFebruary 3, 2026, and April 7, 2026. These sessions focused on identifying funding\npriorities and developing program recommendations. To ensure broad community input,\nthe City extended invitations to 110 community organizations serving low- and moderate-\nincome populations, as well as to neighboring jurisdictions to the April 7, 2026 meeting.\nThe HCDA Citizen Advisory Committee reviewed the draft Annual Action Plan on May 5,\n2026, and unanimously recommended it be approved by Council.\nRecommended Action:\nAfter receiving public testimony, the Mayor should close the\npublic hearing and, at the City Council's discretion, approve the proposed FY 2026- 2027\nAnnual Action Plan for the Community Development Block Grant (CDBG) and HOME\nInvestment Partnerships programs, and authorize staff to submit these plans to the U.S.\nDepartment of Housing and Urban Development (HUD).
