3.\nPUBLIC WORKS MAINTENANCE & IMPROVEMENT DISTRICT FISCAL YEAR 2026-\n2027 RENEWAL – F2M26-28, N2M26-51, R2M26-13\nThis is the time and place set by Notice No. N2M26-51 for the City Council to hold a public\nhearing to consider the following:\nA.\nThe Public Works Maintenance and Improvement District No. 1 - Zone A includes the\ndowntown area only and was established to provide a source of funding to operate\nand maintain specialized improvements. Those improvements include items such as\ndecorative sidewalk planters, landscape medians, decorative sidewalk and paving and\nthe Washington Twin streetlights. This assessment is proposed to be unchanged from\nthe 2025-26 level; and,\nB.\nThe Public Works Maintenance and Improvement District No. 1 - Zone B was\nestablished to fund debt service on a bond issue and ongoing maintenance and\noperation of the City’s streetlights, sidewalks, curb and gutters, streets, street trees,\nmedian landscaping and municipal parking lots and structures. The work is performed\nby a combination of a concrete crew, a two-person electrical crew (who also maintain\ntraffic signals), an asphalt crew, and contractors. This assessment is proposed to be\nunchanged from the 2025-26 level; and,\nC.\nThe Public Works Maintenance and Improvement District No. 1 - Zone C was\nestablished in 1987 and includes generally those properties located on both sides of\nMain Street, between Atlantic and Palm, and on both sides of Palm, between Main and\nCommonwealth. The purpose of Zone C is to provide funding for the ongoing\nmaintenance and operation of the public improvements, which were constructed in the\nAuto Row area and include the grass parkway, the feature lights between Atlantic and\nOlive, and the street trees. This assessment is proposed to be unchanged from the\n2025-26 level.\nRecommended Action:\nAfter receiving public testimony, the Mayor should close the\npublic hearing and the City Council should adopt Resolution No. R2M26-13 entitled: A\nResolution of the Alhambra City Council ordering the renewal of the City of Alhambra\nPublic Works Maintenance and Improvements District No. 1 for Fiscal Year 2026-2027\nconfirming the Assessment Diagram and Assessment therefor and providing for the\nAssessment Levy in connection therewith renewing the Public Works Maintenance and\nImprovement District for the 2026-2027 Fiscal year at the same rates since 1996-97; and,\ndirect staff to undertake the steps necessary to finalize Council’s action.
