AB 2561 – VACANCY, RECRUITMENT, AND RETENTION EFFORTS\nThis report provides an update on position vacancies as of May 1, 2026, and outlines\ncurrent recruitment and retention efforts in compliance with Assembly Bill (AB) 2561 –\nLocal Public Employees; Vacant positions.\nRECOMMENDED ACTION:\n1. City Council declare that this project is exempt from the California Environmental\nQuality Act (“CEQA”) under Section 15378(b)(2) – continuing administrative or\nmaintenance activities, such as purchases for supplies, personnel-related actions,\ngeneral policy or procedure making; and\n2. Open and conduct the public hearing and receive public input; and\n3. Receive and file this report.
