16.\nAUTHORIZE EXECUTION OF A MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE LOS\nANGELES GATEWAY REGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERS\nAUTHORITY AND THE CITY OF MONTEBELLO TO IMPLEMENT THE HARBOR TOXIC POLLUTANTS\nTOTAL MAXIMUM DAILY LOAD PROGRAM\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the Harbor Toxic Pollutants Total Maximum Daily Load Memorandum of Understanding between\nthe Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority and the\nCity of Montebello; and\n2. Authorize the City Manager to sign and execute the Memorandum of Understanding; and\n3. Take such additional, related action that may be desirable.
