F.2.\nSB 79 APPLICABILITY AND LOCAL RESPONSE OPTIONS [J.\nHEILMAN]:\nSUBJECT: The City Council will consider providing direction to staff on the\nlocal response options to Senate Bill (SB) 79 provided in the staff report,\nincluding any action that can be taken prior to the July 1, 2026, effective\ndate of SB 79, and direct staff to return with analysis, mapping, and\nimplementation options.\nRECOMMENDATIONS: 1) In the immediate term (1 month): a) Provide\ndirection to staff on the local response options provided in the staff report,\nincluding: no local action, a local implementation ordinance, any legally\navailable phase-in or delay provisions, targeted capacity increases, and\ndevelopment of a local Transit-Oriented Development Alternative Plan, b)\nBased on Council’s direction, where feasible, direct staff to return to\nCouncil before July 1, 2026, with any legally available interim ordinance,\nurgency ordinance, or other near-term action that may be feasible to\npreserve local implementation options while longer-term SB 79 analysis is\ncompleted; 2) In the medium term (6 months): a) Direct staff to evaluate\nthe potential applicability of SB 79 in West Hollywood, including the effect\nof the K Line Northern Extension Locally Preferred Alternative, eligible\nTOD stop locations, timing issues, and any areas where local\nimplementation authority remains available, b) Direct staff to prepare\nparcel-level mapping and technical analysis identifying potentially affected\nareas, existing zoning, applicable distance bands, rent-stabilized housing,\nhistoric and cultural resources, commercial corridors, and areas where SB\n79 standards may exceed existing local development standards, c) Direct\nstaff to return to Council with recommended next steps, an implementation\ntimeline, and anticipated resource needs for Council’s consideration of a\npreferred SB 79 response strategy.\nseparate discussion are considered at this time.\nCouncil on any item of interest within the subject matter jurisdiction of the\nCouncil that could not be heard under Item 1 at the beginning of the meeting.\nCOUNCILMEMBER COMMENTS AND MEETING ATTENDANCE REPORTS: This\nportion of the meeting is set aside for general comments, announcements,\nrequests of staff, subcommittee meeting reports, and/or other issues of concern\nfrom members of the City Council.
