b) REPORT ADOPT ORDINANCE ESTABLISHING\n23-0247 PERMANENT OUTDOOR PERMIT PROGRAMS AND\nDOWNTOWN LANE RECONFIGURATIONS AND\nACCOMPANYING RESOLUTIONS\n(Environmental Programs Manager Doug Krauss)\nRecommendation: Staff recommends City Council:\n1. Introduce and waive first reading of Ordinance 23-XXXX amending various sections of\nChapter 12.16 of the Hermosa Beach Municipal Code establishing a permanent outdoor\ndining program and the determination that the project is Categorically Exempt under the\nCalifornia Environmental Quality Act (CEQA) (Attachment 1);\n2. Adopt a resolution approving revised guidelines for encroachments on Pier Plaza and\noff-Plaza public rights-of-way (Attachment 2);\n3. Adopt a resolution approving lane reconfigurations and bike lanes in the downtown area\n(Attachment 3);\n4. Adopt a resolution establishing a fee schedule for encroachments citywide\n(Attachment 4); and\n5. Consider staff recommendations for the remaining elements of the outdoor dining\nprogram with a plan for staff to return to Council for formal action at a future meeting.
