7.3 Urgency Ordinance Pursuant to Government Code Section 65858 to\nEstablish a Temporary Moratorium on New or Expanded Massage Establishments in Laguna Hills\nRecommendation: That the City Council 1) Find and determine that the\nproposed urgency ordinance is not a project within the meaning of Section\n15378 of the State of California Environmental Quality Act ("CEQA")\nGuidelines (Title 14 of the California Code of Regulations) and is exempt from\nthe requirements of CEQA under Section 15061(b)(3) of the CEQA Guidelines;\nand 3) Adopt an Urgency Ordinance entitled: “An Interim Urgency Ordinance\nof the City Council of the City of Laguna Hills Pursuant to Government Code\nSections 36937 and 65858, Establishing a Temporary Moratorium on New or\nExpanded Massage Establishments Pending Study and Preparation of an\nUpdate to the City's Municipal Code and Zoning Code and Determining the\nOrdinance to be Exempt from Environmental Review Under CEQA.
