16. CONSIDERATION TO APPROVE A MASTER EQUITY LEASE AGREEMENT WITH\nENTERPRISE FLEET MANAGEMENT INC. FOR LEASING OF FLEET VEHICLES,\nAND APPROVE POLICY EXEMPTION FOR NON-ELECTRIC VEHICLES.\nRecommendation\nIt is recommended that the City Council:\n1. Approve an agreement with Capra Environmental Services Corporation for targeted\ngrazing and vegetation management services in the Monterey Hills area in an\namount not to exceed $29,750 in the form approved by the City Attorney and City\nManager; and\n2. Authorize the City Manager to execute the agreement and any related documents\nnecessary to implement the project.\nRecommendation\nIt is recommended that the Council:\na. Receive and discuss the four options outlined in this report regarding the Mobile\nSource Air Pollution Reduction Review Committee (MSRC) Charging Infrastructure\nResiliency Program grant opportunity;\nb. Provide direction to staff as to which option to pursue:\na. Option A: Submit a grant application in the amount of $200,000 for two EV\nARC solar-powered charging stations at the Garfield Reservoir Parking Lot (1)\nand Police Department Parking Lot (1), with a local match of $100,000;\nb. Option B: Submit a grant application in the amount of $800,000 for Level 3\nfast-charger battery storage upgrades at the Police Department Parking Lot,\nwith a local match requirement of $400,000;\nc. Option C: Submit a grant application in the amount of $1,000,000 for both\nprojects in Options A and B, with a match requirement of $500,000; or\nd. Option D: Direct staff to take no action or explore alternative grant\nopportunities.\nc. Should Council direct staff to proceed under Options A, B, or C, authorize staff to\nprepare and submit the corresponding grant application, with the understanding that\nstaff will return to a future meeting to seek formal appropriation of General Fund\nreserves of the required local match funds, as part of the FY 2026-2027 budget\nprocess.\nRecommendation\nIt is recommended that the City Council:\na. Approve Master Equity Lease Agreement with Enterprise Fleet Management Inc. for\nthe leasing of seventeen (17) new replacement fleet vehicles;\nb. Authorize staff to explore MSRC grant funding opportunities to fund the purchase of\nan EV alternative for one (1) Heavy-Duty vehicle;
