8D. Conflict of Interest Code Biennial Review.  Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that\nthere is no possibility that the activity in question may have a significant effect\non the environment. The action is also exempt from CEQA under Section\n15378(b)(5) of the CEQA Guidelines because it involves an organizational or\nadministrative activity of government that will not result in the direct or indirect\nphysical change in the environment.  Contact Person: City Clerk Weichers\nRecommended Action: Direct staff to review the City's Conflict of Interest\nCodes to determine if changes are required and submit any necessary\nchanges to the City Council prior to October 1, 2026.\n2026-05-27 Item 08D Conflict of Interest Code Biennial Review
