8F. Adoption of Ordinance No. 2026-05, amending Ordinance No. 2024-10,\ncertifying speed limits in the City of Encinitas (City) by adopting all 2025\nEngineering and Traffic Surveys (E&TS) and establishing a comprehensive\nstreet list for lower speed limits, pursuant to provisions of Assembly Bill 43 (AB\n43) and Assembly Bill 382 (AB 382).  Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that\nthere is no possibility that the activity in question may have a significant effect\non the environment.
