TransNet Local Street Improvement Program of Projects for Fiscal Years\n2026-27 Through 2030-31.  Environmental Considerations: The action being\nconsidered by the City Council is exempt from the California Environmental\nQuality Act (CEQA) because it is not a "project’ under Section 15061(b)(3) of\nthe CEQA Guidelines because it can be seen with certainty that there is no\npossibility that the activity in question may have a significant effect on the\nenvironment.
