8H. Memoranda of Understanding (MOU) with Encinitas Union School District\n(EUSD) and San Dieguito Union High School District (SDUHSD) for School\nCrossing Guard Programs for the 2026-27 School Year. Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15061(b)(3) of the CEQA Guidelines because it can be\nseen with certainty that there is no possibility that the activity in question may\nhave a significant effect on the environment. The action is also exempt from\nCEQA under Section 15378(b)(5) of the CEQA Guidelines because it involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment. Contact Person:\nManagement Analyst Brown\nRecommended Action: 1) Authorize the City Manager or designee, in\ncoordination with the City Attorney, to execute a Memorandum of\nUnderstanding in substantial form with the Encinitas Union School District\n(EUSD), to fund up to $155,589 for crossing guards at multiple schools; and 2)\nAuthorize the City Manager or designee, in coordination with the City Attorney,\nto execute a Memorandum of Understanding in substantial form with the San\nDieguito Union High School District (SDUHSD), to fund up to $43,773 for crossing guards at multiple schools.\n2026-05-27 Item 08H FY26-27 School District Crossing Guard MOUs \n9.
