7. Award the construction contract for Underground District No. 71 Olive/Vermont Project to the\nlowest responsible bidder, Asplundh Construction, LLC, in the amount of $22,606,376.68;\nauthorize the Director of Public Works to execute the contract and related documents and to take\nthe necessary actions to implement and administer the contract; and authorize the Finance\nDirector to execute the Escrow Agreement pertaining to contract retentions, in accordance with\nPublic Contract Code Section 22300.\nAuthorize the Public Utilities General Manager, or designee, to negotiate, finalize, and execute\nthe Facilities Relocation Agreement, in substantial form, with Southern California Edison\nCompany (SCE) with any changes to the Agreement that do not substantially change the terms\nand conditions of the Agreement, as determined by the City Attorney’s Office; reimburse SCE for\nits construction and associated cost of materials as part of undergrounding its transmission\ntelecommunication facilities, in an amount not to exceed $200,000, plus a 20% contingency; and\nexecute any related documents including, but not limited to, the Bill of Sale and ITCC Exemption\nLetter, and take any and all actions as are necessary or advisable to implement and administer\nthe Agreement.
