12.3 Consideration of Resolutions: 1)Adopting the Fiscal Year July 1, 2026 to June 30,\n2027 (FY 2026-2027) Operating Capital Improvement Budgets and Comprehensive\nPlan; and 2) Establishing the Gann Appropriations Limit for FY 2026-2027\nRECOMMENDATION: It is staff’s recommendation that the City Council approve:\n1. The attached Resolution adopting the Fiscal Year July 1, 2026 to June 30,\n2027 (FY 2026-2027) Operating and Capital Improvement Budgets and\nCompensation Plan; and\n2.
