12B. ADOPTION OF THE FISCAL YEAR 2026/27 OPERATING AND CAPITAL BUDGET\nFOR THE CITY OF STANTON AND STANTON HOUSING AUTHORITY; APPROVE\nEMPLOYEE BENEFITS AND SALARY RATES FOR FISCAL YEAR 2026/27;\nAPPROVE THE AMENDED POSITION CLASSIFICATION MANUAL; ADOPT THE\nFISCAL YEAR 2026/27 APPROPRIATIONS LIMIT; ADOPT FISCAL YEAR 2026/27\nRESERVE POLICY; WAIVE COMPETITIVE BIDDING REQUIREMENTS FOR\nCERTAIN COMMODITY PURCHASES; APPROVE AMENDMENT NUMBER ONE TO\nTHE LAW ENFORCEMENT SERVICES CONTRACT FOR FISCAL YEAR 2026/27\n(COUNTY OF ORANGE); AND APPROVE INTERFUND TRANSFERS FOR FISCAL\nYEAR 2026/27\nDuring a special City Council meeting held on June 2, 2026, the City Council reviewed\nthe Proposed Operating and Capital Budget for Fiscal Year 2026/27. During the meeting,\nthe City Council approved several decision packages that resulted in total appropriations\nincreasing by approximately $878,306, of which $293,896 applies to the General Fund.\nAs a result, total Fiscal Year 2026/27 proposed appropriations (for all City Funds)\nincreased from $48.5 million (as of June 2, 2026) to $49.4 million. The Proposed Budget\nfor Fiscal Year 2026/27 is provided as Attachment A.\nIn addition to adopting the Fiscal Year 2026/27 Operating and Capital Budget, staff is\nrecommending City Council approval of the following:\n• Annual approval of employee benefits and salary rates (Attachment D);\n• Approval of amended position classification manual (Attachment E);\n• Annual approval of the City’s appropriation limit (Attachment F);\n• Annual approval of the City’s Reserve Policy (Attachment G);\n• Annual approval waiving competitive bidding for certain commodity purchases;\nand,\n• Approval of Amendment Number One to the Law Enforcement Services Contract\nwith the County of Orange (Attachment H).\nLastly, staff is planning to close two City funds as of June 30, 2026:\n• The Employee Benefits Internal Services Fund (#604); and\n• The North Orange County Public Safety Collaborative Grant Fund (#271).\nStaff is seeking City Council approval to transfer all remaining assets and liabilities in\nthese funds to other City funds and/or close out the fund as of June 30, 2026.\nRECOMMENDED ACTION:\n1. City Council find that these items are not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or\nadministrative activities of governments that will not result in direct or indirect physical\nchanges in the environment); and\n2. Adopt Resolution No. 2026-25 adopting the City’s Fiscal Year 2026/27 Operating and\nCapital Budget, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING THE FISCAL YEAR 2026/27 OPERATING\nAND CAPITAL BUDGET AND AUTHORIZING EXPENDITURES AND\nAPPROPRIATIONS RELATED THERETO”; and\n3. Adopt Resolution No. SHA 2026-01 adopting the Stanton Housing Authority’s Fiscal\nYear 2026/27 Operating and Capital Budget, entitled:\n“A RESOLUTION OF THE STANTON HOUSING AUTHORITY OF THE\nCITY OF STANTON, CALIFORNIA, ADOPTING THE FISCAL YEAR\n2026/27 OPERATING AND CAPITAL BUDGET AND AUTHORIZING\nEXPENDITURES AND APPROPRIATIONS RELATED THERETO”; and\n4. Adopt Resolution No. 2026-19 approving the employee benefits and salary rates,\nentitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, REGARDING EMPLOYEE BENEFITS AND SALARY\nRATES FOR ALL CLASSES OF EMPLOYMENT”; and\n5. Adopt Resolution No. 2026-20, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, AMENDING THE POSITION CLASSIFICATION\nMANUAL”; and\n6. Adopt Resolution No. 2026-26 approving the appropriations limit for Fiscal Year\n2026/27, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA ADOPTING ITS ARTICLE XIIIB APPROPRIATION\nLIMITATION (GANN LIMITATION) FOR FISCAL YEAR 2026/27”; and\n7. Adopt Resolution No. 2026-27 approving the City’s Reserve Policy, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, APPROVING THE CITY OF STANTON RESERVE POLICY\nFOR FISCAL YEAR 2026/27”; and\n8. Waive the competitive bidding requirements for certain commodity purchases (e.g.,\nasphalt, sand, fuel, metal sheets, plywood and paint) during Fiscal Year 2026/27; and\n9. Authorize the City Manager to execute Amendment Number One to the Law\nEnforcement Services Contract with the County of Orange for the provision of law\nenforcement services; and\n10. Authorize staff to close the Employee Benefits Internal Services Fund (#604) and\ntransfer all assets and liabilities to the appropriate funds as presented in the Net\nPosition Government accounting presentation as of June 30, 2026; and\n11. Authorize staff to close the North Orange County Public Safety Collaborative Grant\nFund (#271).
