Award the contract to the lowest responsible bidder, Onyx Paving Company, Inc., in the amount\nof $1,441,000, for the Harbor Boulevard Rehabilitation from north of Lincoln Avenue to North\nStreet Project; authorize the Director of Public Works to execute the contract and related\ndocuments and to take the necessary actions to implement and administer the contract;\ndetermine that the project is categorically exempt under the California Environmental Quality Act\npursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the California Code of\nRegulations; and authorize the Finance Director to execute the Escrow Agreement pertaining to\ncontract retentions.
