9K. FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR RETAIL\nMARKET ANALYSIS AND RETAIL RECRUITMENT SERVICES\nAt its Budget Workshop on May 27, 2025, the City Council directed staff to procure\nprofessional economic development consulting services for retail market analysis and\nretail recruitment services. At its meeting on June 24, 2025, the City Council approved a\nprofessional services agreement with The Retail Coach (“Retail Coach”) for retail market\nanalysis and retail recruitment services. The partnership with Retail Coach over the past\nyear has been productive and has resulted in new economic development opportunities\nfor the City. Council will consider extending the term and compensation of the original\nagreement to secure an additional 12 months of professional services.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Authorize the City Manager to enter into a First Amendment to the Professional\nServices Agreement with The Retail Coach to provide retail market analysis and retail\nrecruitment services for an additional year extending the term from July 1, 2025 – June\n30, 2027 and increase the not-to-exceed compensation by $23,000, in a form\napproved by the City Attorney.
