9. Award the construction contract to the lowest responsible bidder, R.J. Noble Company, in the\namount of $8,123,983, for the construction of Residential Street Improvement Project – Monterey\n& Baker – Group 19; authorize the Director of Public Works to execute the contract and related\ndocuments and to take the necessary actions to implement and administer the contract;\ndetermine that the Project is categorically exempt from the California Environmental Quality Act\npursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of the California Code of\nRegulations; and authorize the Finance Director to execute the Escrow Agreement pertaining to\ncontract retentions.\n4 June 9, 2026
