10B.City Manager and Community Development – Approve First\nAmendment to Consulting Services Agreement with Harbor\nInterfaith Services, Authorize Submission, Accept and Appropriate\nGrant Awards, and Accept and File Update Report on the City's\nProgress on Addressing Homelessness in Torrance. Expenditure:\nNot-to-Exceed $1,831,529.03 (General Fund and Non-General\nFunds).\nRecommendation of the City Manager and Community Development\nDirector that City Council:\n1. Approve the first amendment to the consulting services\nagreement with Harbor Interfaith Services, Inc. of San Pedro,\nCA (C2025-171), in the amount of $1,831,529.03, for a total\nnot-to-exceed amount of $3,614,845.04, for 3290 Temporary\nHousing Village Operations for a one-year (1) period beginning\nJuly 1, 2026, and ending June 30, 2027; and\n2. Authorize submission of the grant materials for Congressman\nLieu 2023 Community Project Funding B-23-CP-CA-0161; and\n3. Upon execution of the grant agreement, accept and appropriate\ngrant award to a newly created Grant Project in the amount of\n$1,000,000; and\n4. Authorize the City Manager to enter into a Memorandum of\nUnderstanding (MOU) with the South Bay Cities Council of\nGovernments (SBCCOG) to administer the City’s Measure A\nLocal Solutions Funding allocation for 2026-2027; and\n5. Upon execution of the MOU, accept and appropriate grant\naward to a newly created Grant Project in the amount of\n$310,000; and\n6. Appropriate $124,778.37 in Opioid Abatement Funds to a newly\ncreated Grant Project; and\n7. Authorize the City Manager as the City's signatory for all grant-\nrelated agreements and to act on the City's behalf with respect\nto the agreements and all decisions in connection with the\nagreements; and\n8. Accept and file update on the City’s progress in addressing\nhomelessness in Torrance.
