33. 26-55268 Recommendation to adopt resolution to adopt and certify an Addendum (EIRA-01-\n23) to the Program Environmental Impact Report (PEIR) prepared for the General\nPlan Land Use Element Update and Urban Design Element (EIR 03-16) relating to\nmap and text changes to the Land Use Element (LUE), as well as implementation\nof the General Plan Land Use Element through an amendment to Title 22 (ZCA24-\n005) and related zone change (ZCHG24-005) and General Plan Amendments\n(GPA24-003) to rezone designated corridors roughly bounded by, and inclusive of,\nLocust Avenue to the west, Del Amo Boulevard to the north, the 405 freeway to the\nsouth, and the Long Beach-Lakewood city boundary to the east (“the Greater Bixby\nKnolls Area”) and to make corrections to the LUE text for clarity and to ensure\ncompliance with state housing laws, in accordance with provisions of the California\nEnvironmental Quality Act (CEQA) Section 15164 of the CEQA guidelines, and\nmaking certain findings and determinations that no new or different mitigation\nmeasures are required;\n26-55269 Adopt ordinance amending Title 22.11, 22.12, 22.15, 22.30, 22.40, and 22.41 of\nthe Long Beach Municipal Code (ZCA24-005) to establish two new zoning districts,\nMixed-Use Main Street (MU-M) and Commercial Main Street (C-M) that will\nimplement the Neighborhood Serving Corridor Low (NSC-L) and Community\nCommercial (CC) PlaceTypes of the Long Beach General Plan Land Use Element\nand minor amendments to all existing zoning districts contained within Title 22,\nread the first time and laid over to the next regular meeting of the City Council for\nfinal reading;\n26-55337 Adopt resolution adopting a General Plan Map Amendment (GPA24-003), and\nproposed findings related thereto, to amend pages 20, 25, and 30 of the\nDesignated Map Book of the Land Use Element of the General Plan related to the\nGreater Bixby Knolls Area and to Andy Street in North Long Beach;\n26-55270 Adopt ordinance for a Zoning Map Change (ZCHG24-005), and adopt proposed\nfindings related thereto, to amend the zoning designations and rezone select\nproperties on major corridors in the Greater Bixby Knolls Area to Title 22 Zones\nthat implement the designated PlaceTypes for each property, read the first time\nand laid over to the next regular meeting of the City Council for final reading; and\n26-55338 Adopt resolution adopting a General Plan Text Amendment (GPA24-003), and\nproposed findings related thereto, to amend pages 65, 76-87, 93-95, and 170-171\nof the Land Use Element to redefine and clarify definitions that guide development\nstandards in the LUE such as housing density and height limits for PlaceTypes,\nreconcile numerical discrepancies to correct and align the text and tables\nregulating PlaceTypes, update specific development standards for the Multi-Family\nResidential-Low (MFR-L) and Neo-Industrial (NI) PlaceTypes, and update Table\nLU-6 to reflect the applicability of Title 22 zoning districts across General Plan\nPlaceTypes.
